CIVIL SERVICE DAY

The 3rd Civil Service Day is being organized on 21st April, 2008 in Vigyan Bhavan, New Delhi.  The event will be inaugurated by the Hon’ble Prime Minister.  The 1st Civil Service Day was organized in 2006.

21st April has been earmarked as Civil Service Day, an occasion for the civil servants to rededicate themselves to the cause of the citizens and renew their commitment to public service and excellence in work. It provides a unique opportunity for introspection as also chalking out future strategy to deal with the challenges being posed by the changing times. It was on this day in 1947 that Sardar Vallabhbhai Patel, the then Home Member, Government of India, while addressing the probationers at the All India Administrative Service Training School, Metcalfe House, New Delhi had expressed his vision “that the days when the service could be masters were over and the officers must be guided by a real spirit of service in their day-to-day administration”.

The event is attended by the representatives of all the 61 All India and Central Civil Services.

On the occasion of 2nd Civil Service Day, 2007, the Prime Minister for the first time gave the ‘Awards for Excellence in Public Administration’ for the year 2005-07 to two selected innovative adiministrative practices ‘Bhoomi’ from the State of Karnataka and ‘Communitization of Public Institutions and Services in Nagaland’.  The Prime Minister also released a book on the Best Practices titled “Learn from Them” compiled by the Department of Administrative Reforms & Public Grievances.

On the occasion of 3rd Civil Service Day, a book titled “Splendour in the Grass: Innovations in Administration” will be released by the Hon’ble Prime Minister. An exhibition depicting innovations in administrations is being put up where 15 selected innovations would be showcased by way of photo gallery. Books written by civil servants of various Civil Services will also be displayed.  A film “Making a Difference” reflecting the significant achievements of civil services is to be screened.  Prime Minister will also give away the ‘Awards for Excellence in Public Administration’ for the year 2006-07 to the selected innovative initiatives which have been successfully implemented. A commemorative postal stamp and the first day cover on ‘Civil Service’ will also be released. Later in the day, three panel discussions are scheduled to be organized on a) Recruitment and Training in Civil Services; b) Performance Appraisal of Civil Servants; c) Readiness of Civil Service to meet current challenges.

Department of Administrative Reforms & Public Grievances have been organizing the event every year and representatives from all the civil services are invited to join the function.
