Promoting Digital Payment:

Bishnupur District

The Digital India is a flagship programme of Government of India with a vision to transform India into a
digitally empowered society and knowledge economy. “Faceless, Paperless, Cashless” is one of
professed role of Digital India. Promotion of Digital Payments has been accorded highest priority by
Government of India to bring each and every segment of our country under the fold of Digital payment
services. Cashless transaction is a means to transform India into an accountable, efficient, transparent
and corruption free society. The vision of the Prime Minister was carried forward in Bishnupur in
mission mode with a vision to create less cash, cashless and ultimately a corruption- free India by
spreading the idea of financial transaction.

Bishnupur District at a glance- The population of Bishnupur district is 2,37,399 with an area of 496
Km. Sq. Its literacy rate is 75.85 %. It has three community Development Blocks namely (i) Moirang
CD Block, (ii) Bishnupur CD Block, and (iii) Nambol CD Block. It has three subdivisions (i) Nambol
Sub Division (ii) Bishnupur Sub Division and (iii) Moirang Sub Division. There are 24 Gram
Panchayats, 7 Municipal Councils and a Nagar Panchayat . The district has one island i.e. Karang Island,
located in the Loktak Lake.

Challenges in Promoting Digital Payments

    1. This district was affected by insurgency for long which has led to the backwardness of the
         district. With lower literacy rate and backwardness, it was a big challenge for the district
         administration to create awareness and literacy for digital payments.

    2. There are many civil society organizations in the district. Women organization- Meira Paibi is a
         prominent one.

    3. Monthly rental for usage of POS machine was infeasible because of the limited popularity
         among the local population and business community.

    4. Promotions of digital payment to remote and inaccessible areas with limited government reach.
