While the planning and coordination at the level of the coordinating department (the Planning and Rural
Development Departments) was meticulous and the execution by the Deputy Commissioners was
perfect, the task of the visiting officer was no less critical and detailed. The visiting officer was
supposed to spend two days in the Gram Panchayat during which, the officer was supposed to perform
different activities specified in the guidelines provided to him. It was incumbent on the visiting officer to
ensure that all activities/ elements mentioned in the booklet/ schedule were carried out fully. These
included:
a. Holding interactions with PRI members, prominent citizens, frontline government functionaries,

    NGOs/social organisations and common people of the area with main emphasis on education,
    nutrition and health of children, empowerment of women, general cleanliness, solid waste
    management, organic, farming, vermi-composting, rain water harvesting and water conservation etc

b. Participating in the Gram Sabha, discussing the concept of Gram Panchayat Development Plan and
    also getting the Social Audit Committee constituted in case the same were not constituted earlier.

c. Visit to schools, health institutions, AWCs, banks besides important village assets/amenities, major
    languishing projects related to various sectors for making an assessment of the development and
    providing inputs based on the field visit.

d. Making an assessment of the ground situation of allocated panchayats via-a-vis perception of local
    public, data provided by different departments, inputs shared by the PRIs/prominent citizens and the
    personal observations of the officer.

e. Inauguration of play fields, any building/work besides participating in any exhibition/mela,
    distributing certificates/benefits, opening of accounts/insurance policies, on-spot filling of
    application forms for various schemes and enrolling beneficiaries under PM-KISAN and PM Shram
    Yogi Mandhan schemes.

ANALYSING THE RESPONSES
Back to Village Programme received an overwhelming and encouraging response from the people of the
state especially from remote and inaccessible areas. During the course of Gram Sabhas, people shared
their feedback and grievances about various schemes and sought their redressal. Issues which required
urgent attention and disposal by the government were also raised in the Gram Sabhas. After the field
