visit, the officer was supposed to submit the report in the prescribed format both physically and
electronically to the concerned Deputy Commissioner, who was the Nodal Officer for the said
programme. A special portal backtovillagejk.in was got prepared for uploading the responses, schedules
as well as pictures and videos at the district level filled in by the visiting officers. Simultaneously, the
Planning Development and Monitoring Department designed the tabulation plan for making an analysis
of the data and generation of reports.

In order to anlayse the responses received, Screening Committees were constituted at the district level
comprising of District/ Sectoral Heads of various line departments and key sectors such as Roads
(PWD), Electricity (PDD), Water (PHE), Rural Development (RDD), Education, Health etc.. These
Committees screened all the booklets of Back to Village Programme for a particular district and isolated
the demands sector wise. The sector wise demands were then further analysed by departmental district
teams. The suggestions, raised issues and demands were further subdivided into soft issues- the low
hanging fruit which could be urgently addressed without significant financial outlay and demands of
major nature which required considerable financial outlays. The latter category was further segregated
into mid-term/ long term priorities. The former represented demands which could then be met based on
techno/economic feasibility and available financial resources. The long term priorities represented
demands which either required policy changes or financial commitment of a significantly high level.
 To illustrate, the following is a snapshot of the analysis of the Health Sector in one district:

SOFT AND IMMEDIATE ISSUES: HEALTH SECTOR
Out of 236 Panchayats, 52 Panchayats (2%) reported issues with regard to non-availability of medicines,
18 Panchayats (7%) reported issues with regard to medical equipments – both these issues are
addressable and shall be addressed immediately through Controller of Stores, Drugs and Supplies.

Seven Panchayats (2%) reported issues with regard to minor repairs, which can be met locally from
Hospital Development Funds.

A few issues with regard to water and power supply and shifting of Health Sub Centres etc. have been
raised, which shall be addressed at District level through available schemes/funds.
