in generating operating data for the airlines and its reconciliation for facilitating timely and
accurate billing by the airlines.

4. Robust internal governance processes:
Detailed Standard Operating Procedures (SoPs) have been developed for transparent financial
management of funds collected under RACFT. MoCA is also in the process of developing an
UDAN Manual capturing various processes for smooth implementation.

5. Continuous improvement / modifications under RCS-UDAN:
The true innovation of RCS-UDAN lies in its ability to dynamically transform itself in a changing
market scenario to ensure that it remains amenable to its original objectives. This is attributable to
the various flexible and replicable aspects of the Scheme which are incorporated to facilitate
innovation. These include regular stakeholder consultations, careful analysis of market response
and participation patterns of the Scheme and course corrections through a high-level Steering
Committee.

For instance, hilly areas, North East and Island States were prioritized under UDAN-2.0 to
enhance connectivity to these under connected regions. It also provided impetus to helicopter
operations to connect remote areas. Similarly, under UDAN-3.0, seaplanes were introduced in line
with the focus of the Government to develop Water Aerodromes. To facilitate the allied sector of
tourism, RCS-UDAN introduced the concept of Tourism RCS in collaboration with Ministry of
Tourism to connect iconic tourist destinations.

Additionally, to facilitate international connectivity, International Air Connectivity Scheme was
also introduced.
Even in the next round of UDAN, i.e. UDAN-4.0, modifications have been incorporated to increase
focus on already developed airports, smaller aircraft and shorter routes to facilitate the creation of
regional hubs.
