1. Formation of a robust institutional mechanism: Various committees at different levels
were set up for undertaking and overseeing functions. These included:
a. Steering Committee: For reviewing the Scheme from time to time and issuance of
necessary directions and course correction. Line Ministries like Tourism, DONER &
States are part of this.
b. RCS Approval Committee: For finalizing bidding related decisions & other policy
and contract related decisions.
c. RCS Evaluation Committee: For evaluating the bids and generating reports for
consideration and subsequent approvals.
d. RCS Cell: For the overall implementation of the Scheme including day to day
monitoring of the Scheme.
e. Regional Air Connectivity Fund Trust (RACFT): For managing the funds, which
includes overseeing the receipt of RCS levy from airlines, States share of VGF and the
disbursement of VGF to airlines.
2. Transparent online / IT platform for the operationalization of Scheme:
To establish a touch-point between the Implementing Agency (IA)/ MoCA and the various
stakeholders, a web-based mechanism was adopted. This platform facilitates timely information
sharing, enables levy collection and real time data monitoring, expedites reporting processes and
provides airlines with a platform for undertaking a transparent two-stage e-bidding process. The
extent of transparency in the UDAN model is exhibited from the fact that since its inception, no
complaints or litigations have been received.
3. Technological integration supporting effective execution:
Airport infrastructure and training of security personnel for smooth implementation of UDAN is
periodically monitored at State level by conducting regular interactions with State Governments
through video conferencing. Furthermore, Airport Management Information System (AMIS) helps
